Reading the Tea leaves.
The Bank's Articles of Agreement; Article V , section 3 (b), states that " Except as otherwise specifically provided, all matters before the Bank shall be decided by a majority of the votes cast." With that in mind, here is the distribution of votes among the board of executive directors, which should give a reasonable bases to the question of how each country may vote on the fate of Paul Wolfowitz.
